Het bevat redenen voor statehood van de Universiteit van Hawaii studenten en medewerkers, evenals een aantal Amerikaanse publieke figuren. Het werd opgenomen als onderdeel van een statehood petitie gestuurd door studenten van de Universiteit van Hawaii aan vertegenwoordiger Hugh Peterson (D-GA), toen voorzitter van het House Committee on Territories. De brochure is getiteld “Hawaii: 49e staat ” omdat Alaska nog niet was toegetreden tot de Unie.
